And throw in Single Payer Government Health Care and abolish the police, and guns, and legalize all drugs, and pedophilia, and not only allow but recruit voting for all illegal aliens! Crazy you say? Due to reparations, only blacks get the income and whites pay the taxes for it. If you argue with that let’s just say that in Chicago that aint healthy.

For a city like Chicago that cannot print money? I can only think of two ways — TAXES and DEBT.

The crux of the problem is young black men with no jobs or responsibilities hanging out on the streets 24/7.

UBI is very similar to an existing program, Temporary Assistance for Needy Families TANF where families are given cash.
Not going to happen. There is no money.
Oh, and bye the way, giving people money gives them more time to loiter and join gangs and do drugs. Money for nothing causes crime. It does not reduce crime. You would have men sitting around not working getting some small amout which they will use to buy drugs. And then they will have lots of time on their hands to do all their gang activities to get extra money.

And this does illustrate quite nicely one of the major failures of socialism.
The "according to his need" part will can never, ever actually be achieved.
"Need" is defined by the Immanuels and the Ayers and the Clintons, and is barely subsistence living, if even that.
