They’re getting what they want to due to the complicity of the GOPe.

No precinct reports their totals until ALL precincts report they have totals. This prevents the last to report precinct captains from knowing how much to fudge a report to give a win to their preferred candidate while maintaining some slight semblance of credibility. Add to that: Nobody reports until all report ready, and no results get reported until all results are actually in.

Voter ID will not work either if the poll workers are crooked, as in most inner city precincts. Also need to photo each voter along with a scan of their ID.
