Yes, it does. This was decided half a century ago in Adam Clayton Powell v. US House of Representatives. The Supreme Court ruled that as long as all state laws concerning the election were followed, the House must admit the person elected. It has no discretion in the matter.

However, once admitted, the House can expel that member by a two thirds vote.

Powell was expelled, was re-elected and took his seat.
