It is strange. And with no details, we don’t know how he was able to get through or disappear afterwards.
Since it appears nothing has happened that we know of - an explosion, for example - I’m assuming it wasn’t a terrorist attack. But with no more info, who knows?

Fort Campbell is huge. Easy to hide out there. Remember, they have a great deal of land for training exercises, airborne jump practice, and artillery ranges.

I've been to lots of Army Forts. Most have lots and lots of land used for maneuvers where it would be easy to hid even a tank.
