I normally lurk on the board but wanted to offer you an explanation. There are 21 police districts in Philadelphia, I would assume all of them would respond to an incident like that.

OK, but check a map of Philly. 5 or 6 police districts are close to that specific Walmart the other 15+ police districts are just trying to get 'their mugs on TV'.
