Not supposed! She does indeed have a Ham radio license!
I have pondered its purpose. If she only desired shortrange comms a cb or public radio would seem to be better choice. And since cb radios are everywhere and bought by millions for decades, very difficult to track by sat rf intercept.
So, if she knows anything about radio propagation (she probably does not), and only needed short range comms, her selection should have been a cb or less desirable, and vhf or uhf radio (fewer therefore more traceable). Or a can on a string!
Does her residence/office have any observable towers/structures/wires? That would help to ascertain the purpose of her ham ticket.
