SCI can only be handled in a SCIF by people cleared at the appropriate level and who have been briefed and “read on,” for each specific SCI.
Once they have both the clearance and the authorized access they are put on the access roster and allowed into the SCIF. Within the SCIF there may be several separate SCI’s being worked on. They will be isolated so someone without that particular SCI Access won't be allowed in that area.
Even after that, unless you have a real “need to know,” you won't see or work with classified material for which you're cleared and granted access.
I hope this whole issue results in Trump issuing an executive order stating that ALL who leave Federal service immediately lose their clearance, at least to levels above confidential.
My TS/SBI was pulled as soon as I cleared out my desk. I was shocked to discover how many people maintain theirs well after leaving. There is no, i mean NO, good reason for that to be true.
Timing of such an executive order would, in my opinion, ideally, be immediately after Trump is re-elected.
I believe that once such an order is issued, no president will ever withdraw it.
