Well, actually they do issue birth certificates, and they do keep records of births, marriages and deaths. The problem is that their record keeping is a little spotty, and many of these locations have become war zones. Any government building frequently becomes a strongpoint for the army defending a city, and draws a lot of firepower from the army trying to take the city. So frequently the buildings, and the public records they contain, are destroyed as a result of the war.
That isn't our problem. I'm sorry but our national security, and our duty to keep American civilians safe, comes first. Anyone coming into this country from a war zone, or a Muslim country where terrorists have been active, must be thoroughly vetted.

‘Spotty’ means they don’t keep records that can be trusted. They just as well keep none at all.
