People are finding ways to do it. As they do, the government becomes aware of those ways and works to shut those "loopholes".
One way was to purchase a substantial oceangoing vessel. Then sail it to another country, and sell it there.
I recently heard of a South African family that sailed a 30 foot boat to South America from South Africa.
That is a small boat to make a transatlantic voyage.
