Is the Executive the only branch that issues security clearances? I cannot imagine the Legislative or Judicial issuing their own.

Is the Executive the only branch that issues security clearances? I cannot imagine the Legislative or Judicial issuing their own. I dunno . . . judges put documents under “seal”, and someone has to have custody of them. If they are “sealed” the president may not have legitimate access to them.
