The threat of prison or even death is not a deterrent to a lot of gang activity. Going to prison is a ‘credibility’ builder, and a lot of them are so cynical about life that they don’t care about dying. I think the penalty for gang violence with a gun should be automatic castration. That, I think would be a very significant deterrent. I hate to say this, and I really don’t want to paint with a broad brush, but gangs are ruining the lives of a lot of innocent people - including the deaths of children.
The real thing to ask is why has law enforcement abdicated its duty to protect the people against organized crime and allowed gangs to proliferate?

Gang membership is cultural. It is a worldview. Nothing will deter people who believe that they must gang up. This worldview is antithetical to the American Worldview.

if that’s the case, (perhaps they just imagine a bullet, a noose, a poison pill or shot), how about something more interesting and much more painful might get their attention.
Boiling in oil comes to mind, or Iron Maidens, or drawing and quartering, or we could bring back the bronze Mithras hollow bull, wherein the person is placed inside and a fire lit under the bull’s belly ... all sorts of imaginative penalties for gang members. Including a special prison unit wherein all the instruments are ‘shown’ to the gang member ... film at Eight ...
Use anesthesia and it won’t be cruel. Do it enough times and it won’t be unusual.
Yes castrations would help. Slow torture to death another. But regular executions en masse would get rid of the scum en masse. As preventive measure it would get rId of all the major offenders. Those on the fringe would stop their activity. As the opportunities for good jobs brought in by Trump would also help bring fringe wannabe gangsters into line.
Convicted of gang membership, lose citizenship and get a one way exile to a west african nation.
