Trump’s preliminary deal with Mexico is better for workers on both sides of the border ...
Washington Post ^ | Aug 28, 2018 | Jared Bernstein

... Turning to labor standards, I find nothing in the TPP that comes close to the 75 percent regional auto content, including parts, up from about 62.5 percent under NAFTA. TPP’s auto content rules were set at 45 percent, meaning most of the value of a vehicle could be sourced from China and still have obtained TPP treatment.

An even greater standards improvement is the requirement in the U.S.-Mexico deal for $16 an hour pay for 45 percent of auto-production content and 40 percent of auto parts content; that’s about four times what Mexican auto parts workers currently make and twice the earnings of those in Mexican auto assembly plants.

And unlike the TPP’s weak labor chapter and NAFTA’s entirely unenforceable labor side agreement, the United States and Mexico have agreed to labor standards that union folks consider excellent. This includes a new commitment in the agreement by Mexico to ensure secret-ballot votes by workers at a facility to choose unions and approve contracts. This would mean the end to the scourge of the endemic Mexican “protection” unions, which sign low-wage contracts with the boss before the first worker is hired.

I'll ask again:

Which govt agency will oversee this program?

What are the penalties for cheating or not meeting wage goals?

Are their civil or criminal potentialities?

Is this supposed to run under the 'honer system' like H-1B?

Why would it hurt conservatives. It is on paper better than what we had before, it gives Trump another accomplishment (somewhat weak but so what) to run on in 2020.

Any consequences from a weak implementation should be laid at the door of the weak Congress and bureaucrats. The agencies responsible need to take lessons from the new ICE management and get serious about enforcing the laws.

You are pretty clueless arn’t you? Could you find your ass with both hands and a map? Jury is out on that.

Guess what the auto manufacturers in Mexico and Canada largely are... Foreign parts of US based companies. Guess, just guess how this will be enforced. Violation... chunk out of parent companies hide. Same thing applies to the Japanese and German manufacturers. That is how you enforce it. Independent manufacturers in violation get tariffs. Easy peasy.

Go back to DU chicken little.

Like ICE showed all agencies are capable of putting the laws on paper into practice given sufficient motivation and leadership.

If Trump has the laws he needs and doesn’t enforce them he needs to be kicked to the curb like every other do nothing Congress critter.

Treasury generally & and for the independent actors Foreign Asset Control.

As far as penalties, leave the Sword of Damocles hanging over their heads. That way they can not run actuarial analysis on the penalties. That way the weasels and rats have to fly blind.

Tariffs are really easy to enforce. The ancient Phoneticians enforced them.

You truly have no clue.

Trump is Conan The Barbarian when it comes to wielding financial weapons. He smashes skulls.

H-1B’s and H-2B’s will be taken care of in due course.

Tariffs are one tool , there are others . Only a stupid person uses the same tool for everything and Trump is much much smarter than you or I.

I care about the results he brings , not about what tools he uses to deliver them

The rest of the entire world uses tariff to block our exports. ALL OF THEM. You are very naive. Trump is not well served by his subordinates. They all pretty much suck.
