The only standing I can think of is that the couple used his likeness and name without compensation. They wouldn't have raised that money without using him to do it.

And we do not know that. Many of the folks standing/sitting at intersections are CON artists. I see Homeless/Vet signs. I ask where is your VA ID? Answer, I left it on my dresser.
