Looks like a show dog. If I were him I wouldn’t count on keeping him. In such a chaotic situation I could easily see a back story about how that he got separated and why the owner hadn’t yet found him. Maybe an elderly person with limited ability to search. Someone has to recognize him.

I agree with you, that is a fine looking shepherd. I wonder if it was wearing a collar when it was found..........
While the story had a good ending, it would be even better if it were finally reunited with its real family.......
