Not sure he made it up all by himself, but he is the key player to try to give it some legitimacy.
How about Mueller last indictments of Russians - a political statement made by abusing the resources of the federal government in an attempt to obstruct and politically undermine the POTUS who was overseas and hours away from meeting with Putin?

No Meuller did not because it is beyond his IQ. However, Meuller is a willing participant in the coup. This goes much higher and more people have their hand in the attempt.
