Here's where we are in the mid east and why Mattis is in the UAE. It's called the Gulf Cooperation Council,GCC, a group of mostly arab states with massive help from both the US and Israel that unite in many ways including opposing terrorism.

Today the GCC usually takes the lead in the mideast in opposing terrorists. That makes it muslim vs. muslim terrorists and replaces the need to unite all muslims by claiming that the cia or infidels are behind the opposition with muslim bias always in the background. Trump and ben salman are behind it and its working marvelously. Also Trump has delegated military affairs to Mattis who has his full confidence and knows what to do when, without asking or requiring permission.It's a new day in the mid east.
