You don’t understand the backstory on Q. Nobody is giving Q the credit due Trump. POTUS was recruited by Q, which is probably military intel. They serve at his will and help him. He is part of the team, but the leading part. Admiral Rogers kicked off events when he shared what was being done at Trump Tower in terms of surveillance. Any decision and its timing is POTUS’s. Q are advisors and subjects. POTUS runs the show.
The integrity of the intelligence community is beyond question, as is its effectiveness in discovering threats ahead of time and planning effective countermeasures./s
