I did some research on falconry and found that hobby to be the most regulated activity in the country.
For example, you have to serve a two year apprenticeship with a master falconer. And in the state of Michigan, the state only allows the capture of two chicks with the permits being issued to licensed falconers by lottery.......
The state and Federal laws don’t seem to have been effective in protecting this particular hawk.
