California isn’t the only state that tolerates voter fraud.
Fraud back then was traditionally done in the black community with the knowledge of the white power structure.
Ballot boxes were 'held back' until the wee hours of the morning in select black communities until they knew how many ballots need to be 'stuffed'. (That's why we're waiting til midnight even now - ever wonder why it takes so long to get the vote in when we're years past counting paper ballots?
It's also how 'the dead' show up as voters... democrats don't vote the dead on purpose - but 'the dead' get swept up in the fraud when democrats 'vote the people who don't show up to vote'.
A similar system was used in Chicago when Kennedy was elected.
