And one of the staff probably wanted to publish that data, and so even the Post Office was closed to make sure s/he could not

We used to use some "unlisted" satellites for tracking calibration on our ground station antennas. They had extremely elliptical orbits.

Did not show up on the usual satellite databases. We knew what frequencies to tune to for tracking, how I have no idea.
