I’m not understanding this article - the target date for the vote out of committee had always been 9/20/2018 after the completion of the hearings. The Democrats can delay a vote for a week so that was already factored into the schedule. This article is written as though the vote was previously expected to occur today and got delayed. Technically yes, but that was part of the schedule of events - who believed the Democrats would not do this?
In any event, there was no “caving” here.
