I think that my first exposure to "the deep state" came during the Clinton administration, when classified FBI "raw" files were found in the White House, and the guy behind it was in the employ of FLOTUS, Hillary Clinton, though I don't believe anyone ever figured out who hired the guy, or how those FBI files managed to find their way to the White House
