What we need is a down-sizing of government bureaucracy, period. Government was never supposed to be this leviathan with untold and unaccountable power behind the scenes. It was supposed to be a means to ends, not and end in itself, which it has become (on her than the left using it as a means to leftist ends).
In my agency, our rank and file are made up of mostly right leaning veterans. In our management and staffing we have plenty of the first, some of the second, and the third must be in hiding. Sometimes the incompetent are so bad you might mistake them for the third, but they mostly seem to be marching around the capstan of bureaucracy.
I think the third are mostly concentrated in specific departments and agencies, State, HHS, CIA, DOJ non-enforcement components, but all bets are off in DC.
