The issue is rule by law vs rule by fear. The Stalinists rule by fear because they cannot rule by law since their system doesn’t work. So they resort to rule by fear to hold onto power.
“By any means necessary”. The law means nothing to them. The Constitution means nothing to them. Has President other than Obama explicitly voiced displeasure that the Constitution limits what the government can do?
