Long before the FISA warrant the conspiracy had been spying on Trump (and others) since 2015. They were unmasking their targets by filing 702 “about” inquiries with the NSA, which had the raw intercepts.
It was the proliferation of these 702s that caught the eye of Admiral Rogers and his crew over at NSA. And being suspicious that someone was up to no good, Rogers shut down this unmasking operation.
This prompted the conspirators to seek another way to spy, and that’s when they sought the FISA warrant.
But this doesn’t answer the question of “who was it outside the FBI who was spying in late summer 2016?”
The answer to that may be “contractors”. Contractors whom the FBI had been granting access to NSA intercepts. Contractors you might already know- Fusion GPS and Crowdstrike.
