According to the Internal Revenue Service (IRS),
a taxpayer can deduct the “fair market value” of clothing,
household goods, used furniture, shoes, books and so forth.
“Fair market value” is the price a willing buyer would pay for them.

If you call the IRS again you will get a different answer.

And if you call the IRS a third time, you will get a third different answer.

I’ve experienced this.

Keep going until you find one who has an answer you like and who closes the open case.
