That move may have served two purposes.

Two Republicans voted "NO" in the Clarence Thomas confirmation vote in 1991. That was the last time a Republican Senator every cast a "NO" vote in a confirmation vote for a Supreme Court justice nominated by a Republican president.

I think that streak is still alive if Murkowski voted "Present" today.
