During the course of the impeachment and trial, Graham decided he wanted to be a US Senator rather than part of the nameless/faceless HoR.
So, McCain took Graham under his wing and told Graham that he would watch his back and help him, but in return McCain needed to know that Graham had his back.
Graham being the honorable man he is, took the deal and kept his word to back McCain.
The agreement died with McCain and now Graham is free to act as he sees fit.
I don't know whether this is what really happened, but it makes perfect sense to me.
