Paul Ryan warns of post-election border wall funding fight

(Speaker Paul) Ryan said lawmakers have not determined how to resolve differences over the wall funding. A House Homeland Security appropriations bill provides $5 billion in funding, but the Senate version includes $1.6 billion. ...the Senate will require the help of at least nine Democrats to pass spending measures thanks to the filibuster rule.

If Republicans keep control of the House and get 60 Senate seats, I would expect full funding for the wall in the next budget - Something like $10 billion up front for barrier/infrastructure, and big plus ups to the ten year baseline for personnel and technology.

If the Dems take the House, they will kill wall funding in the womb.

A lot rides on how this midterm election turns out.

Someone on Fox News remarked to one of the anchors tonight ( I don’t remember which one, but I think it was Laura Ingraham), and the remark was “I hadn’t heard that.” Ryan is completely irrelevant, but he still has inordinate power by way of the Speakership. I don’t know why the House didn’t replace him months ago. Go Congressman Jim Jordan, become our new, effective Speaker in the new term.

POTUS will use military budget to build the Wall, then make Mexico pay for it by taxing remittances to Mexico.

Aren’t you forgetting the upcoming losses being filled by Trump folks?

Tester will go, along with Heitcamp, McCaskill, Manchin, Nelson and if we’re lucky, Brown and Donnelly. Yeah, with Romney and Mc Sally we don’t gain anything, but the fact that they are Republicans helps to retain control of the Senate. And if this ends up being the mid-term landslide that I think is coming, we could see Menendez and Stabmenow go too.
Our real problem comes in two years ( and actually ditto in 2022) when the tables will be reversed in the Senate, and we will maybe have to hold our noses and vote for another pack of RINOS unless we get busy and find good Conservatives to run against them.
The sad fact of the matter is that our own $hit stinks as bad if not worse than that of the RATs.

There is a lot more riding on the filibuster than wall funding. I don’t think that it is what is driving McConnell.

Tellingly, McConnell has supported and engineered an increase to the ten year baseline, for barrier building ($1.6 billion/year). Although it does not allow President Trump to ram a full wall in a single term, it does allow significant improvements each year. It would spread out the amount of barrier that Border Patrol really wants (1,100 total miles) over ten years - if the political will remained.

It explicitly lets President Trump get a good bit built - basically all of it, if he gets re-elected, and maintains Republican majorities in Congress (possibly an incentive program for him).

It is more of a cautious compromise approach, rather than a real hard blocking effort. Early on, a lot of Republicans (and even several Democrats) supported real border security, but lacked confidence in how President Trump might execute the program - they did not want to be embarrassed, or see the effort discredited by poor execution. Trump was an unknown in holding public office.

Now President Trump has been proven as a good manager of the program, and a good steward of the funds. The risk has been reduced, and the confidence increased. There has been no crony corruption, no over-paying, no poor choices of priorities or designs for political grandstanding. Reasonable accommodations were made when Democratic lawmakers really wanted them, like the Santa Ana Wildlife Refuge for Congressman Henry Cuellar.

A thorough analysis was conducted with input from Congress, and there is now relatively broad consensus that there is a professional and economically efficient plan to guide any spending they authorize. Professional budgeteers in OMB and on the Hill should be satisfied enough to sign off on their audits of the budget submissions. In the first year, it was an article of faith to ram that $1.6 billion/year into the baseline. McConnell took some risk to get that added.

Ted Cruz suggested POTUSDJT allocate money recovered from drug stings to build the wall. I’m not sure that’s feasible, but it should be. Maybe someone could comment on this?

My understanding is that it would still require Congressional approval.

There is the big case of “El Chapo” (Shorty) Guzman, currently in Federal Court in Brooklyn, NY. The potential asset forfeiture in that single case could be around $13 billion - enough for 1,000 miles of top of the line barrier, and a nice technology bump. One elegant feature - a Mexican would be paying for it.

Asset forfeiture funds from drug cartels could be used to get around internal budgeting rules within the Legislature, by not having to cut something else, or having to raise taxes - but Congress still has to authorize the spending.

New tariffs are also going to bring in a lot of new revenue next year (~tens of billions), outside of what is planned in the 10 year budget. That revenue could also potentially be used by Congress to “pay for” an unbudgeted appropriation for border barrier.

Attempts to crowdsource or GoFundMe border wall construction have been tried before, and raised only negligible amounts of money. Asset forfeiture and tariffs are big enough pots of money to be real options.

1. Trump can call for a Go Fund Me account to build the wall. I predict that the funding will be done in short order, and Congress can do NOTHING to prevent this or to stop the funding and the building of the WALL.

2. Trump can put out a call for VOLUNTEERS with construction experience to help build the WALL. Set up base camps. Let them bring their RV’s & Travel Trailers. Feed them for free in Military mess tents. Let the wives & others work in the mess tents. Bring in Semi trailers set up to do laundry & showers. Work 24 hours around the clock, using high powered portable lights like those used on movie sets.

3. Campaign hard on building the wall & have signup sheets everywhere for those who are interested in helping.

4. IF security is needed, use military persons to accomplish that.

Tell Congress to pound sand.
