Everyone knows where the problem lies. But the PC/ACLU types, like some on this thread, don’t want to admit it. That is why it just gets worse. And people die. Apparently it is “unreasonable” to come to grips with it.
Yes, the problem is that the criminals are armed and the good hard-working people of Chicago are forcibly disarmed.
