Chinese official from the Ministry of State/National Security (aka guo an) arrested in Belgium and extradited to the US. Many spies operate under official cover (i.e. as trade coordinator, cultural affairs attache, etc) and cannot be prosecuted due to diplomatic immunity. But the number of diplomatic slots is limited, so some operate under the radar. The term I've seen used to refer to these operatives is "illegals", because they risk prosecution as spies if discovered.
