It think they have cut deals with a few Democrat Senators, but have to make it look hard, to give them political cover, and wait till after the election.
Even $1.6 billion per year is pretty good in historical terms (about 100 miles of very good permanent barrier). When it ramps up to $5 billion per year, it becomes a pretty high intensity construction effort, and includes a very significant technology effort for the big wide open areas as well.

I can’t see Flake voting for immigration control, particularly a wall. I assume McConnell feels he can keep Murkowski, Collins, and other weak-kneed Repuke senators onboard so that Pence could be the tie breaker, but it would be close.
Begrudging support for protecting America’s borders and the American people is a win? It’s their main reason for being and they refuse to support the President in his immigration agenda and they refuse to fund the wall fully.
It’s nothing short of treason. Then the swamp is chocked full of traitors.
And the kicker? The Wall is being constructed as I type.

The new Congress would not be seated until January, and the lame duck session still has to pass the FY19 Appropriation Bill for the Department of Homeland Security.
So something will likely get done. But whatever happens in the election will likely effect how much. The low is $1.6 Billion, currently authorized by the Senate, and the high is the $5 Billion authorized by the House - they have not yet reconciled a final Appropriation.
The absolute worst case is that the Dems win the House, and Repubs boldly pull an active double cross, and just pass a continuing resolution to fund until the Congress is seated. There would be hell to pay with the President.
Realistically, I think that worst case will be $1.6 billion passed in November, even if the Dems take the House.
Most likely, I think that the existing Republican House and Senate will increase the wall funding in November above $1.6, likely to $5 Billion, regardless of who wins the House.
$5 Billion up front, before a new Congress is seated, would cover the Trump Administration through two extra years at the baseline $1.6/year. It would be a way insure against the Dems halting wall construction, if they do win the House, by paying two extra years up front.

I say 10 billion up front before the new year, and Tax deductible GO FUND ME FOR US DEPLORABLES TO DONATE TOWARDS THE WALL at 50% tax deductible.
Also a 25% fee on all illegals wire transferred funds back to central America and Mexico. This money is for deportation of illegals and increased number of INS and ICE agents.
