Get the Army on the border and set up fenched tent camps to hold the illegals. Investigate the ring leaders and send them to Gitmo. Tattoo the illegals so if they come back they are subject to being shot on sight .
I'd favor shooting them as they step across the border... your way is probably more politically acceptable.

A tattoo can be tattoed over. Cut a notch in their ear the way it used to be done when people were sent to debtor's prison. Also take their fingerprints and get a DNA sample. Anyone who shows up again with a notched ear, if it can be verified by fingerprints and/or DNA matching that they're a second offender, goes to the new prison that's built in... somewhere way up north in Alaska.

Oh, but before it gets to that: Notify each and every, all countries involved in this, either by populating the thing with people, facilitating it by letting them pass thru, funding it, letting them ride on trains, etc, that they're on notice.
