This subhuman piece of human debris is on his third offense for the same kind of conduct in the last year, and he always picks on women, not men who can defend themselves. With that pattern of conduct, it looks like he's doing it on orders. High time to charge him with civil rights violations, terrorism, and false imprisonment, in addition to battery. Then sweat him hard to implicate his employers.

It is time that every threat, assault, theft, and damage is met with criminal and civil charges. If people start seeing people charged, convicted, jailed, bankrupted, and lose their jobs (presuming that even have one), maybe others will think twice before following them.
