Pretty much.........they cannot go through mexico without ID’S according to their laws...and most do not have them. They can however claim asylum in mexico. If they do that changes the equation............mexico could grant this and then demand International funds to set up camps etc.
mexico is going to play their hand for incoming $$$$$$ regardless of the ultimate ending to this.

And as you said, while Mexico defrauds the refugees, then they can smuggle them in here piecemeal. Sounds very likely.
