The reason that Crowley lost was that he got redistricted. His district moved from the eastside of Manhattan and western Queens (Jackson Heights) to the Bronx and northern Queens.

He lost his affluent midtown and upper east side voters.

He did win twice in this district - primary and general.

Turnout in the primary was very low. He had over $3 million in his campaign chest and didn’t campaign.
Both US Senators and all the row offices are held by Democrats. It’s not clear there will be a vacancy any time soon, and even if there is, it’s not like everyone else will make room for Joe Crowley.

No, his optimal strategy was to make an effort to win the seat as 3rd party and rejoin the Democrat caucus. I think he’s toast now.
