(Which makes me wonder why GP linked to document cloud? Clicks, maybe? Why not link directly to the original PDF document?)

Now we’re seeing entities being charged with conduct that isn’t criminal.

Not the first time. Mueller routinely forces folks to plead guilty and, to lessen their sentences, they admit to doing things that aren't even crimes. Cohen and the federal election violations is a good example.
