Common sense would indicate you are correct; unemployment, high crime rate, lousy schools, crummy neighbors, etc., ought not be in play. The FDR dems in the 40's didn't even recognize those who were fleeing massacre by their government.
Not sure on what basis we granted entry in the early 1900's but after Obama imported all manner of people and salted them around the country, none of which had any obvious means of contributing to the impacted communitites, it may be a moot point.
From what I’ve read about immigrants in the early 1900s they had to have a sponsor and a certain amount of money to come here.
They had to be self sustaining, no welfare. Many started small businesses or worked in trades they had learned in their home countries or did manual labor.
They came here wanting to be American citizens and assimilated as a general rule.
