The SCOTUS is the ruling dictator (oligarchy). The other branches really don’t matter.

That's a fallacy. Any group meeting for a common purpose is a collective, including those who are trying to impose their idiotic wishes for their imagined global utopia and their unhealthy social practices on the rest of us.

It would seem at first that the many rural state districts would bring a better outcome that way.

But during the '90s, I tried along with many others to influence state legislators in the rural and small town Midwest more towards pro-family legislation for all. I remember one representative, for example, who had quite a few wives and a whole mess of renegade kids. He was attentive and very nice to talk to but more attentive to special interests that brought money.

Some of the others touted as solid conservatives got downright nasty with us, though, and tended to serve constituents like those who accused Justice Kavanaugh. In my opinion, the most important thing we can do as the people of a nation is to straighten ourselves up and stop donating to evil NGOs disguised as charities.

It’s not that I disagree with you outright, but there are some reservations. For one, state legislators would be much more tempted to take large donations from outside of their districts to vote for the left.
