Those are murder rates per 100,000 population.
In 2017, Chicago was 2.7 million and St. Louis was about 308,000. That explains why St.Louis is ranked higher.

The Chicago Metropolitan Statistical Area (MSA) has a population of 9.5 million.
The St Louis MSA has a population of 2.8 million.
MSA is a better representation of city size than is “City Population”. For example, Atlanta’s population (within the city limits) is 464,000. However, the Atlanta MSA population is 5.6 million.
Based on MSA population, St. Louis murder rate is 7.32
Chicago’s is 6.84

Of course, the problem with including the MSA is that you have enormous swaths of low to no crime areas. If St. Louis had been successful in merging with the surrounding county, which would add 1 million to its population, the crime rate percentage would plummet. Sadly, you go to almost any area, big or small, with a large Black population (especially ones where the families are led exclusively by single mothers), and the crime rate will be sky-high. Until the Black family is restored with a married couple and especially a strong male father head of household, the crime rate will never come back down.
