I really don’t think that would be a good idea. In times such as these the Speaker needs to be someone who supports the President’s agenda and can rally support for it in the House. We wouldn’t be dithering about a border wall now had either of the last two Speakers been willing or able to perform that function.

But there are provisions to bypass and proceed to the next one in the line of succession if one in line does not meet Constitutional requirements. After all Congressmen/women & Senators do not have to be Natural Born citizens. Also there is nothing that prevents them from being Speaker of the House or President pro tempore of the Senate.

All elected legislators have sold out to someone to get the funds to run for office.
I was simply pointing out that his personal desires would be in conflict with his ability to attain and retain office.
This is true of every rural California legislator.
