Huh? You don't remember the big fire fight in Black Hawk down? The Rangers and Delta were armed to the teeth and fought against a whole city. Clinon's error was to not provide armor or air support when requested. The dumb ass didn't want to make it an international deal and just nab the top bad guys. Ironically, it turned out a much bigger deal because of his poor CIC judgement.
