I understand. The Daily Mail article says "Homeland Security". The FoxCarolina article says "FOX Carolina spoke with a spokesperson from ICE who said their Homeland Security Investigations received a call from local law enforcement regarding possible human smuggling activity."

Sounds like a cluster of local Sherriff, ICE, and the Homeland Security division within ICE

Bottom line...we the shepple will probably never really know other than what the media feeds us. Not unless someone has inside intel.
