I have to admit; I am a bit shocked by this. I would have thought that a National Memorial like this would have been created long ago. Oh well, glad someone finally got around to doing it. Credit where credit is due; those men put their lives on the line above and beyond what normal men did.
FWIW, an ancestor was a white officer (brevet Maj.) in a all black artillery unit in the Army of The Tennessee. Had he been captured, he would have ended his life at the end of a rope or shot.
The author and headline writers seem at odds with each other. The headline suggests this is the first ever national monument to black Civil War soldiers. I doubt that is true.
The second sentence of the article says this is first national monument designation by President Trump which I believe.
