Why would Congress have bestowed “honorary” citizenship on Winston Churchill when his mother was an American and by your standard, a natural born citizen and eligible to be President of the United States?

It's the laws that Congress passed AND signed into law and the President of the United States at that time APPROVED;
and it all depends on the laws that were in force, at the time of the "Person in Question's" date-of-birth .
