US General Says Troop Numbers at Mexican Border to Rise Further

I think that the formal written direction from the President (from Jan 2017) sets in motion a deliberate planning process within the Military, that carries on with a life of its own.

The mission will be defined, assigned to a Combatant Commander (NORTHCOM), Supporting Commands will be designated (FORSCOM, TRANSCOM, possibly others).

Standing Operational Plans or Contingency Plans will be developed, or existing plans will be modified (e.g. an annex). Specific resources will be identified and de-conflicted with other standing plans.

Specific units will be tasked to be ready to support the plan. They will have to be equipped (such as riot control gear, or Active Denial Systems) and trained for that mission.

Planning, preparation and rehearsal will continue in perpetuity; up and down the chain of command. Every year, the iron majors in the Pentagon will review all the missions and plans, to improve the future force structure and justify the budget request.

A big thing that the Military brings, is its standing LOGistics Civil Augmentation Program (LOGCAP).

“LOGCAP provides sustainment services to U.S. deployed Soldiers as well as joint forces, non-military federal agencies and coalition forces in locations throughout the world. LOGCAP provides base operations support services such as food; shelter; water; laundry; medical and emergency; construction; maintenance; and Morale, Welfare and Recreation. And, LOGCAP has the ability to build base camps and take them down as required.

The program was critical in supporting medical personnel deployed to control the Ebola crisis in west African nations two years ago. More recently, it provided support in Puerto Rico — a U.S. unincorporated territory — to help the 3.4 million people affected by Hurricane Maria, the worst natural disaster ever recorded on the Caribbean island.”

General Terrence O’Shaughnessy, the Commanding General of U.S. Northern Command and NORAD, is tasked with the defense of the Continental United States, and is in charge of this operation - Operation Faithful Patriot.

"He said the troops now slated to go to Texas, Arizona and California were only the start of a larger deployment and that eventually troops would go to New Mexico as well.

“What I can confirm is there will be additional forces over and above the 5,239. The magnitude of that difference, I don’t have the answer for now,” he said.

The projected U.S. deployment is already roughly the same size as the U.S. military contingent in Iraq."
