States and the federal government have the right to, and frequently do arrest, prosecute, and if the court agrees convict and punish individuals who are not citizens.

Thereby proving my point that these people are subject to our jurisdiction.

This isn't complicated. Regardless of what convoluted meanings people wish jurisdiction had when the 14th was drafted, today it means subject to our laws and justice system.
