National Guard is different. They belong to the governor.
He’s still dead but hopefully there are some future European leaders who will follow in his foot steps.

But as a commentator elsewhere pointed out, Trump could send sailors from the Navy and the Coast Guard to the border. Since they are technically not mentioned at all in the Posse Comitatus Act, they would CLEARLY be exempt. This as JW Gordon pointed out would drive the Left crazy because the law would not apply.
While I agree, how many Submarines does the Coast Guard have ?
IMO, if we don’t use the military to stop them at the border, the population will use their private weapons to stop them as they scatter.
Only until the President declares he wants them. The National Guard is a federally-funded reserve component of the US Army. The President can take control whenever he wants

Actually, the Posse Comitas law delayed the Federal government from fully aiding Louisiana until Governor Blanco finally relented and authorized it.
The law was partially modified after that. A similar event had happened with Hurricane Andrew and Governor (Chiles?) - Democrats delaying disaster aid to their own state to make the Republican President look bad.
