To: ASOC

I’ve often wondered why, if states put in place state laws for elections, why they dont change the laws to establish an electoral college type system for the state. If California can change their system to a jungle primary to ensure only dems run against other dems, why can’t states change their laws to ensure urban hubs in the state do not control the entire state agenda.

States used to do that, if I understand you correctly. That was changed by the USSC in 1964 with ‘Reynolds v. Sims’.
