Technically, both ethnic Arabs and ethnic Jews are considered to be “Semites”. So a rabidly pro-Islamic Arab could lay all kinds of invective on a Jewish person, and still not be considered “anti-Semitic” as he himself would be a “Semite”. The Anti-Defamation League denies this, as they believe that Arabs are not at all subject to the same prejudice.
But the Iranians are NOT Semitic, they are Farsi, and expressions of hatred for Jews, then, is by definition “anti-Semitic”. They also have a deep enmity with the Sunni Islamic Arabs of Saudi Arabia, and the definition of “anti-Semitic” also applies. The same goes for Louis Farrakhan, who derives from African origin.
